Performs highly advanced (senior-level) professional administrative and policy analysis work related to infant feeding for the Special Supplemental Program for Women, Infants and Children (WIC). Work involves overseeing, evaluating, coordinating and administering systems and procedures for provision of infant and therapeutic formula for the Texas WIC program, including implementation of the infant formula cost-containment contract. Evaluates operations, management information system (MIS) functions, policy and procedures related to formula authorization and issuance and makes recommendations to assist management in operating more efficiently and effectively. Coordinates program planning, interpretation of federal regulations, development and implementation of state policies related to infant and therapeutic formulas. Provides expert consultative and technical assistance to state and local agency staff and other programs internal and external to Health and Human Services Commission. Works under minimal supervision of the Infant Feeding Branch Manager, with extensive latitude for the use of initiative and independent judgment.
