Program Manager, Public Health (WIC)

Butte County (Oroville, CA)

This position will serve as Program Manager for the Butte County Women, Infant, Children (WIC) Program in the Nursing Division. A valid American Dietetic Association (ADA) Registered Dietician Certificate is required.

Under general direction, plans, organizes, develops, coordinates, manages, and supervises the planning and ongoing activities of a program/unit within the Public Health Department; assures compliance with state and federal regulations and program standards; improves local programs while maintaining fiscal accountability.

  • Plans, organizes, directs, evaluates and coordinates programs; act as a liaison to local, state and federal agencies and other branches; represents the program/unit in the areas of policy, planning and committee participation; and coordinates, prepares, and reviews budgets for program/unit.
  • Supervises assigned staff; delegates work assignments, prepares evaluations, and participates in discipline and other personnel actions.
  • Evaluates and monitors services and programs; develops policies, procedures and data systems for field, clinic, and office operations; ensures compliance with federal, state, and departmental requirements; establishes and directs quality assurance procedures for the program/unit.
  • Develops and promotes effective relationships with other agencies and county departments, local, state and federal agencies and community organizations; acts as a consultant to other program managers and division directors in planning, developing and implementing related components of their program.
  • Provides expertise, consultation, and assistance in the areas of disease investigation, analysis, and reporting of major disease clusters or outbreaks (Disease Control); consults with departments management in situations requiring medical intervention; coordinates activities with Epidemiologists, and Nursing Supervisors and Managers for disease trend analysis's, projections and problem solving.
  • Monitors legislation to determine impact compliance requirements to the program/unit; identifies the necessity for and implements health and safety code enforcement activities (Disease Control).
  • Meets regularly with staff and service providers to provide coordination, support and guidance; analyzes and evaluates issues, develops recommendations, and directs the implementation of solutions.
  • Coordinates information and assures effective communications among work groups; clarifies and reconciles issues relating to department funds, grants, budgets and accounting procedures.
  • Analyzes trends, and forecasts revenues, expenditures and workload based on complex internal and external data sources; evaluates program requirements and resource utilization.
  • Leads and manages multi-disciplinary team meetings.
  • Develops and monitor budgets and contracts; prepares special and recurring reports.
  • Analyzes business and technology needs; procures, implements and manages solutions; keeps current with industry trends and ensures department compatibility and sustainability of hardware, software and systems.
  • Develops and maintains cooperative relationships; coordinates and interacts with local agencies and others on legal interpretations and compliance with federal, state and local rules and regulations.
  • Maintains and enforces all aspects of confidentiality of client information; monitors compliance to the standards of the Privacy Act of 1974, {U.S.C. 552A} as amended.
  • Performs other duties as assigned.
