The National WIC Association (NWA) is the only nonprofit solely focused on supporting the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC). We are the voice of 12,000 WIC agencies and more than 6.3 million mothers, babies, and young children. NWA provides education, guidance, and support to WIC staff. Health Equity Statement

Health equity is the ability of all individuals and families to achieve optimal health, irrespective of their identity, race, ability, or class. This requires equitable access to nutritious foods, breastfeeding support, chronic disease prevention and management services, safe living environments, and good jobs with fair pay. It necessitates removing obstacles to families’ short- and long-term health and wellbeing including poverty, discrimination, and institutional racism and other forms of bias expressed through housing, healthcare, education, labor, and other public policies.

RFP Overview

The current CEO will retire in early January after founding and providing more than 31 years of service to the organization. Because the transition from the founder CEO to the next organization leader is a time of great risk and opportunity for the association, the board of directors is seeking an interim CEO to:

  1. Assure organizational stability by providing oversight of day to day tasks upon the retirement of the current CEO.
  2. Prepare the organization for the next permanent CEO by conducting an analysis of the internal and external strengths, weaknesses, opportunities and threats to the organization.
  3. Assist and advise the executive search committee to build the ideal candidate profile and conduct a nationwide search to assist in finding the next permanent CEO.


Interim Leadership Functions:

  • Oversee day-to-day operations of the National WIC Association.
  • Work closely with staff and board members to guide strategic priorities during the interim period.
  • Conduct an analysis of the health of the organization and lay the groundwork for the next CEO’s success.
  • Work with the board of directors and NWA staff to understand what essential qualities are needed in the permanent CEO.
  • Support the board executive selection committee in the process of recruiting and selecting an executive search firm.
  • Support the board of directors in the process of recruiting and selecting a permanent CEO.


How to Submit a Proposal


Proposals to provide interim CEO services must be submitted in PDF format by December 3, 2021. Your proposal should include:


1. An introduction.

2. Background information.

3. Description of Proposed Services

4. Service timeline and budget.

5. Biographies of team members, including team members proposed as the interim CEO.

6. At least 2 references for similar work you have conducted


Tell us about your organization and why your team is a good fit for the National WIC Association. What differentiates your organization from others? Tell us about any relevant experience your team has in the non-profit sector with interim CEOs.


Detail what your firm sees as important to consider in a transition like this. Please include a timeline that you see the organization needing an interim CEO and supporting the board in recruitment and selection of the permanent CEO. Describe the proposed interim CEO’s previous experience and how they will help provide insight into what is needed for the next CEO.


The key to any non-profit organization is financial health. Describe the proposed interim CEO’s experience with finance and experience assessing the financial health of a non-profits similar in size to the National WIC Association.


Please include a timeline and costs for interim CEO services.

Please include at least two references from non-profit clients for whom you have provided interim CEO and search services.

A successful proposal will include the following elements:


  • Track record of success providing interim leadership services to nonprofit organizations
  • Demonstrated commitment to equity, diversity, and inclusion
  • An acceptable budget
  • Ability to meet project timelines
