This is a full-time, limited duration, classified position which is represented by a union.

 

The Oregon Health Authority (OHA), Public Health Division (PHD), Women, Infants, and Children (WIC) program in Portland, OR is recruiting for the TWIST (MIS) Business Manager to manage the web transfer and management information system implementation project.

 

Most of this work may be conducted remotely at an alternate worksite with full access to the needed operating systems and technology.  However, there are times that the work may to be conducted at the central work location listed in this announcement, the Portland State Office Building located at 800 NE Oregon Street, Portland, OR 97232. Work location can be changed at any time at the discretion of the hiring manager.

 

What will you do?
As the TWIST Business Manager, you will perform the following duties:

  • Collaborate with the IT project manager, state staff and contractors to complete all necessary documentation to initiate the project, such as stage gate documents, federal project and grant funding documents, and procurement documents for the project quality assurance (QA) and transfer and implementation (T&I) contractors.
  • Coordinate and participate in the QA and T&I contractor request for proposals (RFP) development and posting, bidder question and answer, proposal evaluation, award, and contracting processes.
  • Coordinate project implementation planning with the QA and T&I contractors to include developing project work plans, schedules, timeline, and budgets.
  • Participate in project kick-off, design, and requirements development meetings.
  • Coordinate program and IT resources, roles, and project tasks with WIC program and IT managers.
  • Review QA and T&I contractor tasks and deliverables, and provide edits, comments, and recommendations regarding deliverable approvals.
  • Create and maintain project documentation, modifying when necessary.
  • Manage communications with the T&I contractor, to ensure receipt of all current information from workgroups on decisions, action items, and testing results.
  • Manage system and EBT interface development to ensure compliance with federal and industry EBT regulations and standards in coordination with IT staff.
  • Manage system and interface testing and documentation.
  • Identify needs and resources to assure project success and monitor timely, appropriate completion of tasks.
  • Identify and manage project risks, including mitigation strategies.
  • Maintain communication with USDA-FNS as needed around this project.
  • Submit project documents and required reports to USDAFNS, such as quarterly grant reports and yearly advance planning document update (APDU) reports.
  • Share information and strategies with other states who have implemented or are in the process of implementing the same management information.
  • Deliver presentations and participate on panels at national conferences to provide project updates and share lessons learned.
  • Participate on national and regional user groups.

What are we looking for?

Minimum Requirements

Seven years of experience coordinating, overseeing, or managing projects from various disciplines according to project management methods, guidelines, and principles;

OR

A bachelor's degree in project management or a degree related to project management that demonstrates the capacity for the knowledge and skills; AND four years of experience coordinating, overseeing, or managing projects from various disciplines according to project management methods, guidelines, and principles;

OR

A master's degree in project management or a degree related to project management that demonstrates the capacity for the knowledge and skills; AND three years of experience coordinating, overseeing, or managing projects from various disciplines according to project management methods, guidelines, and principles;

OR

A Project Management Professional Certification awarded by the Project Management Institute AND two years of experience coordinating, overseeing, or managing projects from various disciplines according to project management methods, guidelines, and principles.

 

Requested Skills

 

  • Preference will be given to project managers who have experience with the WIC program.
  • Experience utilizing project management principles, processes, and techniques; team management principles and techniques; and communication techniques to bring about agreement between divergent points of view.
  • General knowledge of the methods, techniques and procedures of program representation and coordination, methods and techniques of contract administration and procurement procedures, and principles and techniques used in budget management.
  • Experience managing multiple and large complex projects.
  • Experience assembling and leading multi-disciplinary project teams.
  • Experience recognizing technical issues that affect relevant projects and mitigate project risks.
  • Experience gaining consensus among conflicting individuals and groups.
  • Experience writing clear and concise narrative and statistical reports.
  • Proficiency in project management software applications.
  • Experience establishing and maintaining harmonious working relationships with diverse individuals within and outside of program.
  • Rigorous adherence to the highest standards of confidentiality regarding personal information.
  • Experience promoting a culturally competent and diverse work environment.
